Who Is the Level 4 Crane Supervisor NVQ For?
This qualification is aimed at experienced personnel who are responsible for supervising lifting operations and ensuring that lifts are carried out safely and in accordance with the agreed lift plan.
It may be suitable for:

Candidates should already be carrying out the occupational role because an NVQ is an assessment of existing workplace competence rather than a training course.

How Is the Level 4 Lift Supervisor NVQ Assessed?
The qualification is completed through workplace assessment and a portfolio of evidence. Your assessor works with you to confirm that you can perform the Crane Supervisor or Lift Supervisor role competently in a genuine working environment.
Assessment evidence can include:
1. Workplace Observation
Your assessor observes you carrying out relevant lifting supervision duties on site.
2. Professional Discussion
You discuss your role, responsibilities, decisions and understanding of safe lifting operations with your assessor.
3. Workplace Evidence
Relevant documentation and evidence from genuine lifting operations can be used to support your portfolio.
4. Knowledge and Competence
You must demonstrate that you understand not only what you do when supervising a lift, but why particular controls, procedures and decisions are necessary.
This Is an NVQ Assessment – Not Crane Supervisor Training
The Level 4 NVQ is designed to confirm existing occupational competence.
It does not teach somebody with no lifting supervision experience how to become a Crane Supervisor.
You should already understand the responsibilities involved in supervising lifting operations and have access to suitable workplace activities that allow your assessor to gather the required evidence.

What Does a Crane Supervisor Need to Demonstrate?
A competent Crane or Lift Supervisor needs considerably more than an understanding of cranes.
The role involves controlling the lifting operation on site and ensuring that the agreed safe system of work is followed.
Your assessment may therefore examine your ability to:
- Interpret the lift plan and relevant instructions
- Brief the lifting team
- Confirm roles and responsibilities
- Coordinate lifting personnel
- Check that suitable lifting equipment and accessories are being used
- Monitor changing site conditions
- Maintain appropriate exclusion zones
- Control communication during lifting operations
- Identify unsafe conditions
- Stop an operation where safety may be compromised
- Monitor the lifting operation against the agreed plan
- Respond appropriately when circumstances change

Understanding the Lift Plan
A Crane Supervisor is normally responsible for ensuring the lifting operation is carried out in accordance with the agreed lift plan.
That means being able to understand the plan and ensure the lifting team follows it correctly.
The supervisor should understand matters including the load, lifting equipment, lifting accessories, lifting method, personnel, hazards, sequence of operations and the controls specified for the lift.

LOLER and Safe Lifting Operations
Lifting supervision also requires a sound understanding of the legal and practical controls surrounding lifting operations.
Under the Lifting Operations and Lifting Equipment Regulations 1998, lifting operations involving lifting equipment must be properly planned by a competent person, appropriately supervised and carried out safely.
A Crane Supervisor therefore has an important role in ensuring the planned operation is implemented correctly on site.

Crane Supervisor vs Appointed Person
These two roles should not be confused.
The Appointed Person is responsible for planning the lifting operation and establishing the safe system of work.
The Crane Supervisor or Lift Supervisor supervises the lifting operation and ensures it is carried out in accordance with that plan.

Eligible CITB-registered employers may be able to claim grant support following successful achievement of the qualification, subject to the current CITB grant rules, employer eligibility and qualification requirements.
Funding arrangements can change, so eligibility should always be confirmed against the current scheme rather than assuming that an NVQ will automatically be fully funded.

How Long Does the Level 4 NVQ Take?
There is no single completion time that applies to every Crane Supervisor.
The assessment depends on your existing experience, access to suitable lifting operations and how quickly sufficient evidence can be gathered to satisfy the qualification requirements.
Because assessment takes place around genuine workplace activity, an experienced supervisor with good access to suitable evidence may progress considerably faster than somebody who has limited opportunities to demonstrate particular parts of the qualification.
The important point is that the NVQ is based on demonstrating competence, rather than simply attending a course for a fixed number of days.
