Can Any Excavator Be Used for Lifting?
No.
This is one of the most important things for employers and operators to understand.
HSE says an excavator can be used for lifting where the original manufacturer permits it, the machine has dedicated lifting points with safe working load markings, it is used according to the manufacturer’s instructions and it has undergone the required thorough examination. Where lifting capacity exceeds one tonne, HSE also identifies requirements for a rated capacity indicator and boom check valves.
So an excavator’s ability to physically pick something up is not evidence that the lift is suitable.
Excavator Lifting Is More Than Picking Something Up
A common lifting task might appear straightforward:
Pick up a concrete ring.
Slew around.
Lower it into the excavation.
But the conditions can change throughout that relatively short movement.
The load may start close to the machine and then move further away. The operator may slew across a different part of the undercarriage. Ground conditions may vary. Visibility can change as the load enters the excavation.
That is why operators need to understand the whole lifting operation, rather than simply whether the excavator can initially raise the load.
Working Radius and the Excavator Load Chart
An excavator does not have one universal lifting capacity. Capacity changes according to machine configuration and the position of the load.
The operator may need to consider:
- Working radius
- Boom position
- Dipper position
- Height
- Machine orientation
- Attachment fitted
- Excavator configuration
- Ground conditions
HSE’s LOLER guidance specifically recognises that safe working load can vary according to equipment configuration and says the relevant capacity information needs to be available to the operator. This matters when lowering drainage pipes, chambers and other loads into excavations because the working radius can increase as the lift progresses.
Ground Conditions Matter Before the Load Leaves the Ground

LOLER does not sit on its own.
An excavator is also work equipment, so the Provision and Use of Work Equipment Regulations 1998 (PUWER) will normally be relevant.
HSE explains that PUWER places duties on employers and others controlling the use of work equipment, while LOLER applies specifically to lifting equipment and lifting operations. For an employer, that means operator certification is only part of the picture.
You still need to consider whether:
- The machine is suitable
- Lifting is permitted by the manufacturer
- Equipment is maintained
- Required examinations are current
- Lifting accessories are appropriate
- Operators are trained and competent
- The lifting operation is properly controlled
An NPORS card does not remove an employer’s responsibilities under health and safety law.

Use the Correct Excavator Lifting Point
A chain should not simply be attached to whichever part of the excavator looks convenient. Bucket teeth are not automatically lifting points. Neither is a quick hitch automatically an approved lifting point, unless a lifting point is fitted.
HSE says that where an excavator is used for lifting, the machine should have dedicated lifting points with safe working load markings and be used in accordance with the manufacturer’s instructions. Operators therefore need to understand the correct lifting arrangement for the particular machine they are using.

The excavator is only part of the lifting system.

Another common misunderstanding is that the operator’s daily check means the machine is covered for lifting.
It doesn’t.
A pre-use inspection and a LOLER thorough examination serve different purposes. The operator still needs to carry out appropriate pre-use checks, while lifting equipment also needs to meet the relevant statutory examination requirements.
HSE specifically lists thorough examination among the requirements for an excavator being used for lifting.

Every lifting operation needs appropriate planning, but the level of planning should reflect the complexity and risk involved. HSE explains that lifting operations range from simple routine activities, where relatively straightforward planning by competent people may be sufficient, through to complex operations requiring detailed planning and specialist input.

The employer should ensure the required examination is current and carried out by a competent person rather than relying on the operator’s daily inspection. The maximum term is every 12 months for the machine and 6 months for the chains and accessorise.
Lifting accessories are covered by LOLER. HSE specifically includes equipment such as chains, slings and eyebolts within the scope of lifting accessories. This should be a maximum of 6 monthly intervals.
Do not simply guess and attempt the lift. HSE’s safe-lifting guidance specifically says not to lift a load if there is doubt about its weight or the adequacy of the equipment.
The lift must remain within the machine’s permitted capacity throughout the operation. If the required radius takes the load outside the rated capacity, the machine position, lifting method or choice of lifting equipment needs to change.

The lifting operation needs suitable arrangements for attaching, controlling and communicating about the load. HSE’s safe-lifting guidance recommends a responsible slinger or banksman and a recognised signalling system where required.
