Who Is Excavation Marshal Training For?
Excavation work isn’t limited to major construction projects.
A trench for drainage, a service connection, foundation work or digging across an existing site can all bring employees into contact with buried services, moving plant and other excavation hazards.
The course is particularly relevant to Worcestershire companies working in:
- Groundworks
- Utilities
- Drainage
- Housebuilding
- Civil engineering
- Construction
- Roadworks
- Infrastructure
- Service installation
- Site preparation
- Foundations
- Commercial developments
Employees taking the course could include groundworkers, supervisors, utilities workers, site operatives, Excavation Marshals, Excavation Bankspersons and other workers given responsibility for monitoring excavation activities. They do not have to be qualified excavator operators.
If the employee will also be operating the excavator, that’s a separate competence. We provide 360 Excavator Training for novice and experienced operators.
What Does an Excavation Marshal Actually Do?
The Excavation Marshal is there to help make sure excavation work follows the agreed safe working arrangements.
That means paying attention to what’s actually happening rather than assuming that because a permit, drawing or method statement exists, everything will automatically remain safe.
Depending on the job, the role may involve monitoring:
- The planned excavation area
- Underground service information
- Excavator movements
- Groundworkers around the excavation
- Exclusion areas
- Communication between workers
- Changes to ground conditions
- Unexpected buried services
- Safe digging methods
- Whether work remains within the agreed area
If something doesn’t look right, the important thing is recognising it and acting before the excavation simply carries on.
Which Excavation Marshal Training Route Do We Need?
New Employees – Novice Excavation Marshal Training
If your employee hasn’t previously carried out the role, or doesn’t have enough knowledge and experience to go directly into assessment, they should complete the novice Excavation Marshal course.
The course takes 1 day with a maximum of 3 candidates.
Training is provided before assessment, giving candidates the opportunity to understand the role, hazards and safe working procedures before they’re expected to demonstrate competence.
Our NPORS Novice Training Guide explains how the training route works.
Experienced Excavation Marshals – Test Only
Already got employees doing the job?
If they have sufficient existing knowledge and practical experience, they may be able to complete the NPORS Experienced Worker Test.
The experienced route takes 1 day with up to 6 suitable candidates and is assessment only.
There is no training included.
If somebody needs us to teach them the role, they shouldn’t be booked onto an EWT just because it looks like the quicker option.
Read our NPORS Experienced Worker Test Guide before deciding which route is right for your employees.
Excavation Marshal Refresher Training
If somebody has completed training previously but needs their knowledge refreshed, we use the training route rather than treating refresher candidates as an Experienced Worker Test.
This gives the employee training before assessment and is particularly useful where somebody hasn’t carried out the role recently or the employer wants their knowledge brought back up to standard.
What Will Candidates Learn?
The Excavation Marshal course is built around the hazards and responsibilities people encounter when working around real excavation activities.
Training can include:
- Excavation Marshal duties and responsibilities
- Excavation Banksperson responsibilities
- Understanding the planned excavation
- Recognising excavation hazards
- Underground service risks
- Reading and using service information
- Safe digging principles
- Permit-to-dig arrangements
- Communication with excavator operators
- Communication with groundworkers
- Maintaining safe working areas
- Exclusion zones
- Monitoring excavation progress
- Changes to site and ground conditions
- CAT & Genny awareness
- When excavation should stop
- Emergency procedures
- Health and safety responsibilities
- Theory and practical assessment
The aim is straightforward: the person carrying out the role should understand what they’re looking at and know when something isn’t right.
Underground Services and Excavation Work
One of the biggest risks when breaking ground is something you can’t initially see.
Electricity cables, gas mains, water pipes, telecommunications, drainage and other buried services may all run through an excavation area.
Hitting one can have serious consequences.
Before excavation starts, available information about underground services needs to be considered and suitable arrangements made for locating services and carrying out the excavation safely.
Our Working Near Underground Services Guide explains service drawings, locating equipment and safe digging principles in more detail.
The HSE’s HSG47 guidance on avoiding danger from underground services identifies three basic elements of a safe system of work: planning the work, locating and identifying buried services and safe excavation.
Do Excavation Marshals Need CAT & Genny Training?
This depends on what the employee is actually expected to do.
Being trained as an Excavation Marshal doesn’t automatically make somebody competent to use cable avoidance equipment.
If the employee will be responsible for using a CAT and Genny to help locate underground services, they should have suitable training in the equipment.
Our CAT & Genny Training Course covers the practical use of cable avoidance equipment and Signal Generators.
For groundworks and utilities companies, arranging both courses for relevant employees can provide a much better understanding of the complete process from locating services through to monitoring the excavation.
Service Drawings Don’t Tell the Whole Story
Underground service plans are important, but excavation teams shouldn’t treat a line on a drawing as a guarantee that a cable or pipe will be exactly where expected. Services may have been altered, repaired or added over time.
Depths can vary, and site conditions may have changed considerably since the original information was produced. That’s why drawings, locating equipment, safe digging methods and good site control need to work together.
The Excavation Marshal should understand these limitations and recognise when what is being uncovered doesn’t match what was expected.
Excavation Marshal or Plant Banksman?
They’re different roles. An Excavation Marshal concentrates on the excavation activity, including underground services, ground disturbance, safe digging arrangements and changing excavation conditions.
A Plant Banksman or Plant Marshal is primarily concerned with helping control and guide moving construction machinery.
A Worcestershire groundworks contractor could easily require both competencies on the same project.
Employees who are expected to control the movement of excavators, dumpers, telehandlers or other construction plant can complete our Plant Banksman Training Course.
Excavator and Groundworker Communication
Excavation work relies on people understanding what is happening around them.
The Excavation Marshal may need to communicate with the excavator operator, groundworkers, supervisors and other workers involved in the job.
Instructions need to be clear. If communication breaks down or the Marshal can no longer properly monitor what is happening, work may need to stop until safe control is restored.
Where employees are also expected to operate excavators, separate 360 Excavator Training should be considered.
When Should Excavation Be Stopped?
One of the most important parts of the role is knowing when not to carry on.
Excavation may need to stop if:
- An unexpected service is found
- The service position doesn’t match available information
- An unidentified object is uncovered
- Ground conditions change
- The excavation moves outside the planned area
- Communication is lost
- People enter the controlled working area
- A service is damaged or suspected of being damaged
- The agreed method of work can no longer be followed
- Another unexpected hazard develops
Stopping for a few minutes to check something is far better than carrying on with something nobody is sure about.

In-House Excavation Marshal Training Worcestershire
Some companies only require certification for their own employees working within their own controlled workplace. Where appropriate, we can discuss in-house Excavation Marshal Training as an alternative to NPORS certification.
In-house certification can provide evidence that an employee has received training and assessment, but it is not the same as holding an NPORS card.
Acceptance depends on the employer, site, client, principal contractor and insurer. If your employees move between different construction sites or work for multiple clients, check what those sites require before choosing an in-house course simply because it costs less.
Our In-House Training vs NPORS Accredited Training Guide explains the difference.
